Community Legal Services, Inc. of Philadelphia (CLS) is a non-profit public interest agency providing free civil legal services to low-income Philadelphia residents. As the largest provider of free civil legal services in the Philadelphia area, CLS is both locally and nationally renowned as a premier legal services provider dedicated to ensuring access to justice for all low-income individuals and communities. CLS has ten legal units covering a wide range of civil legal services.  

Community Legal Services, Inc. of Philadelphia (CLS) seeks to hire an Administrative Coordinator to join as an integral member of our Homeownership & Consumer Rights Unit (HCRU).  The HCRU represents low-income homeowners and consumers in Philadelphia in four main areas:   

Economic Justice: representing clients targeted by unfair debt collection, assisting student loan borrowers, advocating for municipal court reforms, keeping predatory loans out of Pennsylvania, enforcing consumer protection laws, and more. 

Mortgages: defending clients facing mortgage foreclosure lawsuits, filing affirmative litigation on behalf of homeowners (potentially including fair housing claims), and advocating for systemic reforms to preserve and increase low-income homeownership. 

Tangled Titles: assisting clients with equitable ownership claims to become record owners of their homes by drafting and recording deeds, raising estates with the Register of Wills, filing quiet title complaints and pursuing other litigation. The Tangled Title Team also provides wills and other limited estate planning documents for clients. 

Taxes: representing clients with a wide variety of property tax issues, including assisting homeowners enroll in payment agreements and other tax programs, challenging property tax assessments, ensuring that homeowners are offered appropriate due process before the court and city agencies.   

The Administrative Coordinator will provide administrative support for the unit in each of these areas. The position will be based at least one day a week in each of CLS’s offices at Logan Square and North Philadelphia. 


Responsibilities will include:  

  • Providing information to callers seeking the Unit’s services with the highest level of customer service engagement. 

  • Performing initial screening of client eligibility for CLS services. 

  • Conducting basic client communications, both orally and in writing. This may include obtaining client documents and introductory information, communicating with clients regarding important meetings and hearings, and sending closing letters. 

  • On occasion, making appropriate legal and non-legal referrals to agencies or organizations, including other public interest law firms and government agencies. 

  • Opening client files in CLS’s case management system. 

  • Accessing client management system to identify case handlers and enter client notes. 

  • Supporting our newly launched wills clinics, including scheduling clients to attend workshops, confirming client attendance, and preparing individual client materials for the workshops. 

  • Ensuring that client files meet compliance standards by assisting advocates with obtaining needed documents. 

  • Assisting advocates in managing paperwork, including copying, scanning, sending out notices, mailings, and faxing. 

  • Maintaining and closing client files in accordance with standard office procedure for file maintenance. 

  • Performing minor maintenance of office equipment (e.g., refilling paper or toner in photocopiers) and notifying Office Manager to place service calls for repairs as necessary. 

  • Maintaining records of client escrow accounts. 

  • Performing other administrative work for the unit as needed. 


  • Provide unit staff with a comprehensive level of secretarial and administrative support to ensure that work is produced in an accurate and professional manner. 

  • Provide a positive interactive liaison between the case handlers and their clients and other professionals. 

  • Ensure that there is a flexible flow of support around the daily activities faced by staff. 

  • Be dependable, show initiative and concern for the interests of clients. 

  • Work cooperatively with other staff. 

  • Deal with people in a non-judgmental, empathetic, patient and understanding manner, which shows sensitivity, tact, and professionalism. 

  • Exercise superior judgment, creativity, and decisiveness. 

  • Be efficient in an environment that is subject to many interruptions. 

  • Establish, organize, and maintain files. 

  • Communicate information and ideas clearly and concisely verbally and in writing. 

  • Manage multiple tasks, deadlines, and priorities and thrive under pressure. 

  • Effectively use computer and office technology and be willing to be trained on new software applications. 


  • High school diploma or GED. 

  • Demonstrated ability to type 55 wpm. 

  • Experience with relationship building and relationship management. 

  • Excellent organizational skills. 

  • Excellent verbal and written communication skills. 

  • Fast learner and ability to adapt to and excel in a rapidly changing environment. 

  • Knowledge and skills in Microsoft Office (including Outlook, Word, and Excel) and initiative to improve and maintain proficiency. 


  • A minimum of three years of administrative or secretarial experience preferred. 

  • Spanish fluency helpful, but not required.

This is a full-time position covered by the collective bargaining agreement between CLS and the National Union of Hospital and Health Care Employees, AFL-CIO and its affiliate District 1199C. The current minimum starting salary is $41,460 for entry-level applicants but that salary is subject to change or adjustment if an applicant has relevant years of experience and according to the provisions of the current collective bargaining agreement. Raises and benefits are also governed by that agreement.
