Energy Unit- Utility Affordability and Consumer Rights Staff Attorney

Community Legal Services (CLS) of Philadelphia is seeking a staff attorney in its Energy Unit.  The Energy Unit advocates so that people have access to affordable water, heat, and electricity in their homes. Through direct legal representation, policy advocacy, and pushing for legislation to improve energy affordability, our cutting-edge work promotes health and safety in Philadelphia and across Pennsylvania.

CLS is seeking an attorney with one to three years’ experience.  A demonstrated interest in energy policy is required. Prior experience with energy/utility law or advocacy is preferred.

The selected attorney is expected to focus on two primary objectives.  First, the attorney will utilize a multi-pronged strategy to increase access to affordable utility service for low-income Philadelphians.  This multi-pronged strategy is expected to consist, at minimum, of individual client representation (including potential cross-unit representation with other CLS practices), strategic litigation, multi-party administrative litigation, media outreach, and policy/legislative advocacy.  The position requires a high level of visibility and engagement within the communities that we serve.

  • The attorney will frequently engage with clients and client groups, external stakeholders, allies and lawmakers, to advance policy objectives of the Energy Unit.  
  • The attorney will participate in utility ratemaking and regulatory proceedings, using accounting, finance, rate design, cost of service, and other technical experts.  Applicable experience and familiarity with the fundamentals of utility finance and ratemaking are preferred. The position requires strong organization, attention to detail, and cultural competency skills.

This position will include some supervision and training of paralegals and student interns.

This is a full-time position covered by the collective bargaining agreement between Community Legal Services, Inc. (CLS) and the Philadelphia Legal Services Union N.O.L.S.W./Local 2320/UAW.  The current minimum starting salary is governed by that agreement and is subject to change according to the provisions of the current collective bargaining agreement.  Raises and benefits are also governed by that agreement.
